Permit and supply conditions are incorporated into the detailed design and procurement process.
The final power supply conditions are reflected in the drawings, equipment specifications, and construction details. We review the obligations related to the approval and notification of the electrical construction plan, as well as supervision and commencement of work, and coordinate the interfaces between service connection work, on-site electrical work, and building construction. When awarding contracts for electrical work, design, and supervision, verify the principles and exceptions regarding separate contracting as stipulated in relevant laws and regulations.
Inspection preparations begin during construction, not just before the project is completed.
We maintain a record of as-built drawings, test reports, supervision and construction completion documentation, and safety management evidence. The Korea Electrical Safety Corporation’s pre-operation inspection is a procedure to verify that the facility complies with the construction plan and technical standards. The required documents vary depending on the voltage, facility type, and status of the construction plan notification.
Check the facility type and required documents in the pre-service inspection guide on the “Electrical Safety Here” website, then submit your application. The inspection schedule, on-site preparations, re-inspections following corrections, and the KEPCO service activation schedule are managed in coordination with one another. Building occupancy permits and relevant inspections—such as fire safety and telecommunications—must also be completed separately.
After power connection, integrated commissioning and operational handover remain.
Even after power is restored, the integrated operation of the UPS, generators, cooling systems, and controls—as well as the switchover to backup systems—is tested in accordance with approved safety procedures. Any outstanding issues from the commissioning results, operational training materials, emergency response procedures, and documentation regarding evaluations and consultations are handed over to the operator. The actual date of power supply and the date of commencement of commercial operation are recorded separately.
Materials to Prepare at This Stage
- As-built drawings, test data, and documentation verifying supervision and project completion
- Documents related to the processing of the construction plan and the appointment of a safety manager
- Inspection Application Form, Relevant Supporting Documents, and On-Site Test Plan
- Matters to Be Discussed Regarding the Commencement of KEPCO Supply and the Integrated Commissioning and Operational Handover Plan
Actual Application and Processing Procedures
- Personnel responsible for design, construction, and supervision will conduct a joint inspection of the items to be inspected and their readiness.
- Visit the "Electrical Safety Here" website to check the types of pre-use inspections and required documents, and then submit your application.
- After completing inspections and necessary corrections, we will discuss KEPCO’s procedures for commencing power supply.
- Operational conditions are verified following a safe test power-up, integrated commissioning, and handover to the operator.
Inspection results, basis for commencement of supply, trial operation reports, and operational handover documents. Safety management and compliance obligations during operation are also continuously monitored.
