A notice of intent is a preliminary procedure for announcing a plan.
A preliminary notice is a procedure in which plans—including the location of use, capacity, and scheduled start date—are submitted to KEPCO to prepare for a supply review. It is managed separately from the formal application for electricity use, negotiations on supply conditions, and the electricity service contract. The receipt confirms submission, while the response to the supply review outlines the review conditions. We do not publicize that the supply capacity or timing has been finalized merely based on receipt of the notice.
10 MW is the starting point; eligibility must be confirmed on a project-by-project basis.
The Enforcement Decree applies to operators intending to use 10 MW or more; those expanding from less than 10 MW to 10 MW or more; and those intending to use an additional 10 MW or more following a power system impact assessment. These provisions must be cross-referenced with the designated and publicly announced target areas, grounds for exclusion, and the history of previous proceedings.
A capacity of 9.9 MW does not automatically exempt a project from other permits or energy consultations. Projects divided across multiple parcels, buildings, or applicants are evaluated based on the nature of the project, existing contracts, and expansion history to determine eligibility. Simple division of the project is not considered a means of exemption.
KEPCO’s requests for revisions will be addressed through the design and business plan.
If the applicant’s name, title of authority, capacity, voltage, or date of use vary across different documents, the process of requesting supplementary information after submission will take longer. If you have a previous receipt number and a response, submit them together with the new documents. If the supply schedule is delayed or additional requirements arise, the expansion sequence, commissioning targets, and costs will be reviewed again. If the application is subject to a grid impact assessment, attach the notice of intent document to the technical review application; these two applications are separate.
Materials to Prepare at This Stage
- Applicant and Operator Information, and Documents Authorizing Submission by a Representative
- Site/Location, Purpose, Voltage/Power, Operational/Standby Circuits, Scheduled Date
- Existing Application Numbers, Responses to Supply Reviews, and Contract and Expansion History
Actual Application and Processing Procedures
- Check the relevant office for your facility location through KEPCO ON or the KEPCO Customer Service Center at 123.
- The project owner or authorized representative must submit the application by checking the relevant form and submission method for the scheduled notice at the designated office.
- We maintain records of application numbers, submitted documents, and requests for revisions, and work with electrical design firms to address these revisions.
- Depending on whether the power system impact assessment applies, the process will proceed either through a general supply review or by applying for a separate technical review.
Documents received regarding scheduled notices, details of supplementary information, and responses regarding the review of the relevant supply. Verify the conditions, validity, and follow-up procedures together.
Which company should I contract with, and for what services?
Electrical design firms
- Selection Date
- Before submitting a notice of intent or an application for a KEPCO technical review
- Contract Documents
- Contract for Electrical Design and Application Support Services + Power of Attorney for Proxy Application
- Deliverables
- Load calculation sheets, initial and final power supply plans, single-line diagrams, application documents, and responses to inquiries from KEPCO
- Verify Scope
- Distinguish between advance notice and technical review support. Specify whether the project includes changes to contracted power and voltage, as well as detailed design of service lines and power receiving equipment.
- Selection Criteria
- Responsible for operational capabilities at the specified voltage and scale, scope of registration, and incorporating the results of technical review responses into the design
Companies that prepare or act as agents for power system impact assessments
- Selection Date
- Target Identification and Technical Review Preparation Phase
- Contract Documents
- Contract for a Power System Impact Assessment. Distinguish between technical review support and the Ministry of Climate’s assessment report tasks.
- Deliverables
- Scope and Exclusion Review, Technical and Non-Technical Evaluation Reports, List of Supporting Documents, Submitted Documents, Supplementary Documents, and Table of Results Incorporated
- Verify Scope
- Includes support for KEPCO applications, accounting and tax reviews, the number of times explanations and revisions were provided during deliberations, and whether compliance with conditions and changes were evaluated.
- Selection Criteria
- November 28, 2025: It was announced that the designation of an agent for the pilot operation would be postponed. At the time of contracting, verify whether the designation system is in effect, as well as the qualifications and responsible personnel; do not rely on the unconfirmed term “officially designated company.”
Application Forms and Official Submission Channels
This is for submission to KEPCO. It differs from the final evaluation report submitted to the Ministry of Climate Change.
This form is used to submit the grounds for exclusion along with supporting documentation.
