Private companies prepare the plans, and KEPCO reviews the grid integration.
Electrical design firms organize plans for power reception capacity, voltage, circuits, transformers, and user equipment. Companies preparing the power supply feasibility study align the input values in the application materials with those in the subsequent evaluation report. KEPCO reviews items such as the grid’s supply capacity, increased overload, voltage stability, and necessary reinforcements.
If you treat the review of general supply plans and the technical review for grid impact assessment as a single application, your application may be overlooked. The process involves first securing the notice of intent document and then submitting a separate application for pilot operation.
Align with the power supply overview in the official application form.
On the application form, enter whether the project is new or an expansion, the customer’s name and location, the estimated power demand, the supply method and voltage, the power reception point, the scheduled start date, and the installed capacity. Also, distinguish between commercial and backup lines, as well as the current status of existing KEPCO projects. Do not copy the sample figures or substation names from the form as if they were the confirmed supply conditions for the project site.
I understand that project conditions may change after this response.
Reflect voltage, reinforcement requirements, supply timing, and facility conditions—along with availability—in the project budget and schedule. If reinforcement work or securing transmission line rights-of-way is required, the responsible entity and prerequisites are determined. Since technical review fees, private consulting fees, KEPCO facility charges, and customer-side construction costs are separate expenses, they are listed as separate items in the quote.
Materials to Prepare at This Stage
- Official Pilot Operation Application Form (PDF)
- Document confirming receipt of the Notice of Scheduled Power Connection / Business Registration Certificate
- Evidence of progress, such as responses regarding existing supply agreements, and requested facility documentation
Actual Application and Processing Procedures
- Download the official HWPX application form below, fill in the design parameters, and sign and stamp it.
- We are verifying the submission address for technical reviews as stated in the announcement. The notice dated November 28, 2025, lists the Grid Impact Assessment Division of KEPCO’s Grid Planning Office, biz-powersystemplanning@kepco.co.kr가.
- Submit the application PDF along with attachments such as the notice of intent and business registration certificate, and confirm whether the application has been accepted.
- Pay the review fee as specified by the agency, submit the required supplementary materials, and await a response. Please reconfirm the current submission address and applicable forms via the public notice before sending your application.

Which company should I contract with, and for what services?
Electrical design firms
- Selection Date
- Before submitting a notice of intent or an application for a KEPCO technical review
- Contract Documents
- Contract for Electrical Design and Application Support Services + Power of Attorney for Proxy Application
- Deliverables
- Load calculation sheets, initial and final power supply plans, single-line diagrams, application documents, and responses to inquiries from KEPCO
- Verify Scope
- Distinguish between advance notice and technical review support. Specify whether the project includes changes to contracted power and voltage, as well as detailed design of service lines and power receiving equipment.
- Selection Criteria
- Responsible for operational capabilities at the specified voltage and scale, scope of registration, and incorporating the results of technical review responses into the design
Companies that prepare or act as agents for power system impact assessments
- Selection Date
- Target Identification and Technical Review Preparation Phase
- Contract Documents
- Contract for a Power System Impact Assessment. Distinguish between technical review support and the Ministry of Climate’s assessment report tasks.
- Deliverables
- Scope and Exclusion Review, Technical and Non-Technical Evaluation Reports, List of Supporting Documents, Submitted Documents, Supplementary Documents, and Table of Results Incorporated
- Verify Scope
- Includes support for KEPCO applications, accounting and tax reviews, the number of times explanations and revisions were provided during deliberations, and whether compliance with conditions and changes were evaluated.
- Selection Criteria
- November 28, 2025: It was announced that the designation of an agent for the pilot operation would be postponed. At the time of contracting, verify whether the designation system is in effect, as well as the qualifications and responsible personnel; do not rely on the unconfirmed term “officially designated company.”
Application Forms and Official Submission Channels
This is for submission to KEPCO. It differs from the final evaluation report submitted to the Ministry of Climate Change.
