Consultation on the Power System Impact Assessment and the Energy Usage Plan: Why They Are Not the Same Process

This is a method of preparing annual energy demand, supply, and efficiency plans separately from the grid review and incorporating them into the design.

Distinguish between peak power and annual energy consumption.

A power system impact assessment addresses the impact of new demand on the power grid. Energy use planning consultations review the energy demand, supply, and utilization efficiency of projects and facilities. Eligibility is determined separately based on whether the entity is public or private and the type and scale of the facility or project; therefore, do not omit this step simply because it is determined not to be subject to a power system impact assessment.

MW refers to power, while MWh refers to energy consumed over a period of time. For example, if the average facility power is 5 MW and remains constant throughout the year, the energy consumption is 5 × 8,760 = 43,800 MWh/year. Instead of simply multiplying contracted power or equipment ratings by 8,760, we factor in actual operating hours, load factors, and stage-by-stage utilization rates.

We align cooling methods and power plans in a single calculation sheet.

Align IT loads, cooling power, auxiliary equipment, and operating hours in electrical and mechanical designs with the timing of capacity expansions. Explain energy-saving measures by detailing baseline and improved scenarios, scope of application, calculation formulas, equipment specifications, and control methods. For plans involving waste heat utilization or renewable energy, verify the supply partners as well as the installation and operational conditions.

Comments from consultations are documented in drawings and implementation materials.

The planning and implementation firm verifies the applicable requirements and submission deadlines and prepares the plan in collaboration with the project owner. Any revisions made during the consultation process are managed as a design change history, and the materials required for compliance verification after facility completion are also specified as contractual deliverables. The Building Energy Conservation Plan and various certifications are separate tasks with different scopes and submission destinations.

Materials to Prepare at This Stage

  • Facility and project scale, public/private classification, and relevant licensing schedules
  • Annual Energy Demand Statement and Phased Operation Plan
  • Energy Supply and Conservation Measures, Basis for Electrical and Mechanical Design, and Implementation Plans

Actual Application and Processing Procedures

  1. Check the Korea Energy Agency’s guidelines to confirm the parties subject to consultation and the timing for the relevant project or facility.
  2. The scope of support for the development and consultation of energy usage plans is specified in the contract, and the project owner approves the plan.
  3. After submitting the application in accordance with the relevant procedures, we manage the Corporation’s review, revisions, and consultation feedback.
  4. We will incorporate the agreed-upon details into the final design and completion documents and conduct the necessary verification of implementation.
