Check whether a single company’s quote includes a mix of different services.
Support for electrical design and notice of planned construction, support for technical reviews of power system impact assessments, preparation and revision of assessment reports, development of energy usage plans, and service connection construction, supervision, and commissioning involve distinct duties and responsibilities. Even if a single company coordinates these efforts, verify that it has the necessary registration, qualifications, and personnel to actually perform the legally mandated tasks.
In the initial stages, select a designer to review the building, site, and power demand, and connect them with the firm responsible for preparing the target assessment. Contracts for construction, supervision, and inspection support should be signed before the work begins, but equipment delivery schedules and operational requirements should be discussed starting from the design phase.
When comparing quotes, start with the deliverables and exclusions rather than the price.
The contract should specify the delivery format for submitted documents, original calculations, and drawings; the scope of responses to agency inquiries and requests for revisions; additional costs for design changes or resubmissions; and conditions regarding data handover, security, and termination. Verify item by item whether external costs—such as agency review fees, facility contribution fees, surveying, and accounting verification—are included.
Rather than relying on statements that private companies unconditionally guarantee passing the grid impact assessment or securing a specific power capacity, it is practically more important to verify the supporting documentation, scope of the application, responsibility for addressing deficiencies, and conditions for handing over the results. Distinguish between the final decision of the regulatory agency and the obligations of the private contractor.
The company database is used as a starting point for comparison.
First, select the required tasks and contract timing from the table below, organized by role. Review the relevant companies in the power, design, or construction contractor database, then verify their track record for the specified voltage and scale, their current registration status, and their actual on-site personnel. Do not assume that a company is an officially designated contractor or capable of performing this project simply because it appears on the list.
If it is difficult for the project owner to distribute data to multiple vendors individually, the scope of the development project manager (PM) will be defined separately. The PM coordinates schedules, data, and vendor tasks but does not substitute for legally required design, evaluation, or supervision qualifications.

Actual Application and Processing Procedures
- The scope of work table categorizes tasks into design, evaluation, construction, supervision, and agency duties.
- We verify the registration status, workforce, and track record of similar-scale projects of relevant companies.
- We obtain quotes for the same scope and distinguish between institutional costs and private consulting fees.
- The contract specifies the terms regarding agency authority, data handover, and conditions for changes and amendments.
A scope of work document, a contract specifying deliverables and the scope of revisions, and a master schedule.

- Deliverables
- Scope and Exclusion Review, Technical and Non-Technical Evaluation Reports, List of Supporting Documents, Submitted Documents, Supplementary Documents, and Table of Results Incorporated
- Verify Scope
- Includes support for KEPCO applications, accounting and tax reviews, the number of times explanations and revisions were provided during deliberations, and whether compliance with conditions and changes were evaluated.
- Selection Criteria
- November 28, 2025: It was announced that the designation of an agent for the pilot operation would be postponed. At the time of contracting, verify whether the designation system is in effect, as well as the qualifications and responsible personnel; do not rely on the unconfirmed term “officially designated company.”
Companies involved in the formulation and consultation of energy usage plans
- Selection Date
- After confirming the parties involved in the consultation, and before finalizing the design
- Contract Documents
- Contract for Support in Establishing and Coordinating Energy Usage Plans
