Applying for Data Center Electricity: Start by Organizing the Site and Power Requirements

This is a method for distinguishing between IT load and power supply capacity, and for communicating the initial and final capacities along with the date of use to the design firm.

The first things to determine are the server scale and the total demand for the facility.

IT load refers to the load generated by IT equipment such as servers, storage, and networks. Power supply plans also account for facility loads such as cooling, power conversion, and lighting. If the value obtained by multiplying the number of racks by the rated power is set equal to the contracted power to be applied for with KEPCO, it may result in a mismatch between initial investment costs and expansion plans.

For example, assuming an average IT load of 10 MW and a PUE of 1.3 over the same period, the approximate average facility power is 13 MW. This example is a business review value based on the average energy ratio. Design calculations that take into account peak demand, simultaneous usage rates, operation of reserve equipment, power factor, and expansion plans are required to determine the requested capacity.

Parcel information, title, and utility connection routes are more important than a single-line address.

This plot, along with additional plots, access roads, and spaces for electrical rooms and substation equipment, is shown on a single drawing. The possibility of power lines crossing private land, roads, and waterways must be reviewed together. The presence of a nearby substation does not imply supply capacity or the right to use that route.

In land sale and lease agreements, review the conditions regarding the final payment, contract termination, and handover of documents before and after confirming power supply and permits. If the project owner, land rights holder, and applicant for electricity service are different parties, clarify the scope of authorization and consent in advance.

List the deliverables from the initial review in the electrical design contract.

The first deliverables of the design services are a phased load list, a review of power supply methods, a schematic single-line diagram, and an electricity usage schedule. Distinguish between support for the notice of intent and support for the technical review of the power system assessment in the contract, and confirm whether detailed design and service line design are included thereafter. If architectural or mechanical designs change, the corresponding input tables must be revised accordingly.

Materials to Prepare at This Stage

  • Complete list of parcels and location maps, registration and usage rights data, and existing permits
  • Basis for calculating initial and final IT loads and facility power, and the timing of capacity expansion
  • Requirements for commercial and backup lines, desired start dates, and tenant requirements

Actual Application and Processing Procedures

  1. Use our free address analysis to examine land and approximate size.
  2. Define the scope of services provided by electrical design firms regarding load and power supply planning and application support.
  3. After the project owner approves the plan, it is forwarded to the relevant KEPCO office for preparation of a notice of intent.

Which company should I contract with, and for what services?

Architectural, Urban Planning, and Civil Engineering Design Firms

Selection Date
Before reviewing sites and deciding on land contracts
Contract Documents
Site Review and Design Service Contract. The scope is divided into preliminary review and permitting/detailed design.
Deliverables
Review of land use, roads, and layout; table of applicable permits and licenses; master plans and permit schedules
Verify Scope
Scope of additional lots, changes in land use, modifications or transfers of existing permits, and consultations with and supplements from relevant agencies
Selection Criteria
Architect and lead designers by discipline; track record with projects of similar scale and use; responsibility for coordination with other designers

Electrical design firms

Selection Date
Before submitting a notice of intent or an application for a KEPCO technical review
Contract Documents
Contract for Electrical Design and Application Support Services + Power of Attorney for Proxy Application
Deliverables
Load calculation sheets, initial and final power supply plans, single-line diagrams, application documents, and responses to inquiries from KEPCO
Verify Scope
Distinguish between advance notice and technical review support. Specify whether the project includes changes to contracted power and voltage, as well as detailed design of service lines and power receiving equipment.
Selection Criteria
Responsible for operational capabilities at the specified voltage and scale, scope of registration, and incorporating the results of technical review responses into the design

Landowners, KEPCO, and infrastructure operators

Selection Date
Upon finalizing the terms for the use and supply of each right,
Contract Documents
Title documents (e.g., land sale, lease, and consent to use), KEPCO electricity service contracts, and relevant water and telecommunications supply contracts
Deliverables
Scope and term of use rights; power capacity, voltage, and supply conditions; scope of water and telecommunications services
Verify Scope
Conditions for final payments and contract termination before and after obtaining permits and securing power supply; right-of-way for power lines; contract succession; and liability for delays and costs. Review the binding nature of LOIs and MOUs based on their specific wording.
Selection Criteria
Consistency between the legal rights holder, the contracting party, and the applicant’s name; actual supply agreement. A contract with a construction company does not replace a KEPCO electricity service contract.

Development PM, CM, Finance, Tenants

Selection Date
When determining business strategies and investment and operational conditions,
Contract Documents
Development management contracts, financial agreements, lease and service contracts, etc.
Deliverables
Overall schedule, cost, and data management; investment prerequisites; tenant requirements and acceptance criteria
Verify Scope
Selection of specialized contractors, coordination of consultations with agencies, and the boundaries of the project owner’s decision-making, as well as responsibilities, compensation, termination, and handover of data
Selection Criteria
The difference between statutory design and evaluation tasks and coordination tasks. Letters of intent to lease and financial agreements are not listed as common mandatory attachments for KEPCO.
