The assessment report is not limited to a single page of technical review feedback.
This single evaluation report consolidates KEPCO’s grid review results with the project, financial, and site-related data prepared by the project owner. Investment costs, financing, employment, and contributions to local finances are explained using actual supporting documentation and calculation bases. Policy items assessed by the evaluating agency are distinguished from the company’s projected scores.
Whether simplified or preferential procedures apply is determined based on relevant criteria such as the project’s location and supply conditions. Drafts of administrative notices should not be used as if they were already-enforced ordinances or finalized scoring criteria.
Planned facilities are linked from completion to implementation.
When presenting plans for ESS, on-site power generation, energy management systems, and the like, specify the layout space, capacity, costs, operating methods, installation schedule, and the personnel responsible for implementation. Plans that exist only as conceptual statements and have not been incorporated into the design or budget must be revised during the project implementation phase.
As of November 28, 2025, emergency generators and PPA power demand are excluded from the calculation of on-site generation capacity. The roles of renewable energy procurement plans and grid impact mitigation facilities are reviewed separately. Not all data centers receive the same score based on the same combination of facilities.
We work backward from the licensing schedule to determine the submission date.
Article 28 of the Enforcement Decree stipulates that an assessment report must be submitted at least three months prior to applying for approval, authorization, a permit, or designation for a project subject to this regulation. First, coordinate with the architecture and development division to determine which project approval serves as the basis. Distinguish between the assessment submission date, the period for revisions, and the date the results are reflected; do not treat “received” and “approved” as the same status.
